പ്രാഥമിക ലക്ഷ്യം: 24 മാസത്തെ കാലയളവിനുള്ളിൽ നിലവിലുള്ള നിയമങ്ങളുടെ 25 ശതമാനം (ഏകദേശം 245 നിയമങ്ങൾ) അവലോകനം ചെയ്യുക എന്നതാണ്.
