Senior Specialist, Occupational Health

JOB PURPOSE:

Lead /participates in the development and verifies the implementation of the ADNOC HSE Standards HSE Policies, associated procedures and guidelines, provide professional advice related to ‘Industrial Health & Hygiene” technical issues to enhancing Occupational Health performance of the company.

Job Specific Accountabilities

• Lead the development, tracking and ensuring proper implementation of ADNOC HSE Strategic Objectives in the field of Occupational Health & Hygiene management.
• Delivers technical inputs in the area of ‘Occupational Health & Hygiene Prevention, ‘Technical problem solving’, ‘Risk Management’ to ensure HSE compliance.
• Oversee planning of activities involving improvement of Industrial Health & Hygiene functions for ADNOC to be implemented across ADNOC facilities.
• Overseas/ ADNOC Group companies for the development and implementation of the site / facility specific Occupational Health & Hygiene prevention / protection measures, Risk Management & ensures HSE Control Measures are implemented.
• Define, guidance and recommendations for any occupational health impact assessment studies [For e.g. Project Health, Safety, Sustainability & Environmental Reviews (PHSSER) and Hazards and Operability studies (HAZOP)] for new and existing onshore/offshore facilities across ADNOC, on evaluation of possible risks of industrial major health hazards, health exposure control function, including control of substances hazardous to health (COSHH), to avoid unsafe working conditions in work locations/sites.
• Analyze trends and potential Occupational Health Hazard for short & long term impact and develop necessary actions to manage potential impacts on OH.
• Provides professional advice and recommendation on the prevention of injuries/illness, contractor’s health management system which is linked to the performance of the company.

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.

Specialist, HSE (Programs – HSEP)

Job Purpose
Supervise, review and develop effective programs, procedures, training, work practices, controls, and HSE policy in liaison with Group HSE Function. Review appropriate recommendations regarding planned expansion, modification or closure of Projects where EHS risks may be posed or impacted. Implement HSE Management requirements on related Projects to ensure HSE Systems adhere to ADNOC policies, guidelines and expectations.

HSE Management

• Review, evaluate, and analyze work environments and Design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors.

കുവൈത്ത് സിറ്റി: നിയമവിരുദ്ധമായി മത്സ്യബന്ധനം നടത്താനും അനധികൃത തൊഴിലാളികളെ താമസിപ്പിക്കാനും ഉപയോഗിച്ചിരുന്ന ഒരു കുവൈത്തി ഉദ്യോഗസ്ഥന്റെ ക്യാമ്പ് ആഭ്യന്തര മന്ത്രാലയം പിടിച്ചെടുത്തു. ഈ സംഭവവുമായി ബന്ധപ്പെട്ട് 12 ബംഗ്ലാദേശി പ്രവാസികളെ അറസ്റ്റ് ചെയ്യുകയും ചെയ്തു. രാജ്യത്തിന്റെ സുരക്ഷയ്ക്കും പ്രകൃതിവിഭവങ്ങൾക്കും ഭീഷണിയുയർത്തുന്ന ഒരു പ്രവർത്തനവും വെച്ചുപൊറുപ്പിക്കില്ലെന്ന് ആഭ്യന്തര മന്ത്രാലയം പ്രസ്താവനയിലൂടെ വ്യക്തമാക്കി.

കോസ്റ്റ് ഗാർഡ് ജനറൽ ഡയറക്ടറേറ്റിന്റെ സഹകരണത്തോടെ ആഭ്യന്തര മന്ത്രാലയത്തിലെ ബോർഡർ സെക്യൂരിറ്റി ആൻഡ് കോസ്റ്റ് ഗാർഡ് വിഭാഗം നടത്തിയ സംയുക്ത റെയ്ഡിലാണ് ഈ നിയമലംഘനങ്ങൾ കണ്ടെത്തിയത്. ഷെയ്ഖ് സബാഹ് അൽ-അഹ്മദ് നേച്ചർ റിസർവിലെ വലകൾ മുറിച്ച് ഈ സംഘം മത്സ്യബന്ധന കേന്ദ്രങ്ങളിലേക്ക് പ്രവേശിച്ചിരുന്നതായി അന്വേഷണത്തിൽ കണ്ടെത്തി. മത്സ്യബന്ധനത്തിനായി പ്രത്യേക ഉപകരണങ്ങളുള്ള ഓഫ്-റോഡ് മോട്ടോർസൈക്കിളുകളാണ് ഇവർ ഉപയോഗിച്ചിരുന്നത്. തങ്ങളുടെ പ്രവർത്തനങ്ങൾ മറച്ചുവെക്കാൻ പിന്നീട് കേടുവന്ന വലകൾ പഴയപടി ആക്കിയിരുന്നു.

പിടികൂടിയ മീനുകൾ ക്യാമ്പിൽ വെച്ച് തരംതിരിച്ച്, ഉദ്യോഗസ്ഥനുമായി ബന്ധമുള്ള ഒരു റെസ്റ്റോറന്റിന്റെ വാഹനത്തിൽ കയറ്റി അയക്കുകയായിരുന്നു പതിവ്. സംഭവസ്ഥലത്തുനിന്ന് 20 മത്സ്യബന്ധന ഉപകരണങ്ങളും അധികൃതർ പിടിച്ചെടുത്തു. അറസ്റ്റിലായ മുഴുവൻ അനധികൃത തൊഴിലാളികളെയും ഉടൻ തന്നെ രാജ്യത്ത് നിന്ന് നാടുകടത്തും. ഇവർക്ക് സ്പോൺസർഷിപ്പ് നൽകിയിരുന്നവർക്കെതിരെയും നിയമനടപടികൾ സ്വീകരിക്കും. ഈ കുറ്റകൃത്യങ്ങളിൽ പങ്കാളികളായ കമ്പനികളുടെ ഫയലുകൾ ശാശ്വതമായി അടച്ചുപൂട്ടാനും ഉത്തരവിട്ടു. നിയമലംഘനത്തിന് കൂട്ടുനിന്ന ഉദ്യോഗസ്ഥനെതിരെ അച്ചടക്ക നടപടികൾക്കായി ബന്ധപ്പെട്ട അധികാരികൾക്ക് കൈമാറി. സ്വന്തം ചെലവിൽ ക്യാമ്പ് പൊളിച്ചുനീക്കാനും ഇയാൾക്ക് നിർദ്ദേശം നൽകിയിട്ടുണ്ട്. ഒരു ഉദ്യോഗസ്ഥൻ്റെ പദവി ദുരുപയോഗം ചെയ്ത് നിയമലംഘനങ്ങൾക്ക് സംരക്ഷണം നൽകാൻ ശ്രമിക്കുന്നവരെ വെച്ചുപൊറുപ്പിക്കില്ലെന്ന് ആഭ്യന്തര മന്ത്രാലയം ആവർത്തിച്ചു വ്യക്തമാക്കി.

മലപ്പുറം: പ്രവാസികൾക്കായുള്ള നോർക്കയുടെ പുതിയ ആരോഗ്യ ഇൻഷുറൻസ് പദ്ധതിയായ നോർക്ക കെയർ, നാട്ടിലേക്ക് മടങ്ങിയെത്തിയ പ്രവാസികളെ പുറത്താക്കുന്നു. ലക്ഷക്കണക്കിന് പ്രവാസികളെ ലക്ഷ്യമിടുന്ന ഈ പദ്ധതി നിലവിൽ വിദേശത്തുള്ളവർക്കും കേരളത്തിന് പുറത്തുള്ള മറുനാടൻ മലയാളികൾക്കും മാത്രമാണ് അംഗത്വം നൽകുന്നത്. ഇതോടെ, വിദേശത്തുനിന്ന് തിരിച്ചെത്തിയ ഏകദേശം 14 ലക്ഷം പ്രവാസികൾക്ക് ഈ പദ്ധതിയുടെ ആനുകൂല്യങ്ങൾ നഷ്ടമാകും. ഈ മാസം 22-നാണ് പദ്ധതിയുടെ തുടക്കം.

നോർക്ക ഐഡി കാർഡ്: നാട്ടിൽ തിരിച്ചെത്തിയ പ്രവാസികൾക്ക് നോർക്കയുടെ ഐഡന്റിറ്റി കാർഡ് ഇല്ലെന്നതും പ്രശ്നമാണ്. ഈ കാർഡ് നാട്ടിലുള്ള പ്രവാസികൾക്കും നൽകണമെന്ന് പ്രവാസി സംഘടനകൾ ആവശ്യപ്പെടുന്നു.

ഇന്ത്യയിൽ മാത്രം ചികിത്സ: നോർക്ക കെയർ ഇൻഷുറൻസ് ആനുകൂല്യം ലഭിക്കണമെങ്കിൽ ഇന്ത്യയിലെ ആശുപത്രികളിൽ മാത്രമേ ചികിത്സ തേടാൻ സാധിക്കൂ. ഇത് വിദേശത്തുള്ള പ്രവാസികൾക്ക് യഥാർത്ഥ പ്രയോജനം നൽകില്ല.
