Job Purpose

The terminal operator TTLR is responsible for carrying out all the TTLR (Tank Truck Loading Rack) activities. Including the loading of Asphalt Trucks and Operating the Asphalt Heating System.   

Principal Accountabilities

1.TTLR Operations.
oLoading Tank Trucks for all type of products example; DGO, ULG-95/98, Jet-A1 and Asphalt.
oResponsible for the required Safety Inspection and regulatory compliance of all trucks entering EIL Terminals. 
oExecuting and verify all the documentation related to Tank Truck Loading. 
oEnsure that all the TTLR and Asphalt Unit Operation are performed safely as per EIL/HTL operating and safety procedures/ work instructions. 2.Asphalt Unit Operations. 
oOperating the Asphalt Unit necessary to load Asphalt Tank Trucks. 
oFollowing the Work Instructions concerning the Asphalt tank truck Operations.  
3.Safety
oAssigned as fire-responder during emergencies, report according to the ERP. 
oMaintain a high level of emergency preparedness and follow mock drills as and when required as per line managers’ direction.
oWork as a team with others to promote a safety culture in all the employees.
oMonitor during site surveys that “Permit to Work” system is strictly enforced with EIL staff/ contractors/ maintenance works. 
oStop any unsafe work/act on the spot and report to the line manager.
4.IMS
oClosely monitor the operations- and related documentation as mentioned in the IMS, follow up to close all gaps through necessary preparation till closure of the incident report as per line manager’s guidance.
oAssist line manager when conducting Risk assessments and with corrective and preventive actions.
oMonitoring and following of all the related IMS programs.
oMaintaining the required quality records as per line manager’s guidance/ instruction.
5.Equipment:
oInspect and report on the status of TTLR monitoring and control equipment like flow meters, loading units, etc.  
oCleaning and replacing of filters & strainers and monitor the performance of the pumps, heaters, etc.
6.General
oTo give timely feedback and evaluation on the requirements of consumables like sample cans, fittings and essential tools etc. required for the day to day operation for maintaining the inventory.
 

Additional Principal Accountabilities

Experience

•Minimum Educational, Professional and Vocational qualifications required:
Diploma in Engineering/High School.
Familiar with IMS procedures on Terminal/TTLR operations.
Knowledge of Fire & Safety regulations applicable to Terminal operations.
Working knowledge of computerized systems related to Terminal product movement operations, including Terminal Automation, and Weighbridge.
Effective communication skills.
Preferable valid UAE light vehicle manual driving license. 
•Minimum years of relevant work experience:
At least a minimum of 2 years of Petrochemical Terminal/ Oil Refinery and/or related industries is preferred. 
Level and type of behavioural and functional competencies required;
Technical reporting, recording and writing skills

Manager- Trade Criteria Review & Authorization

Job Purpose

Verify whether trade standards are in compliance with applicable existing, proposed and new – laws, regulations and guidelines, to allow for the maintenance of quality throughout all processes. Check that the trade license applications received have met the requirements and terms of the license to trade in petroleum products in the emirate of Dubai

Principal Accountabilities

Management
Manage the section, to meet all section objectives in an efficient and cost effective manner u Implement all Human Resources Management processes like Recruitment, Reward Management, Performance Management, Learning and Development, etc. to achieve the section objectives
Policies, Processes, Systems, Procedures and Controls
Contribute to the development of the Department Policies, business processes and operating procedures
Develop and supervise the implementation of appropriate Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards
Budgets and Work Plans
Develop and manage the implementation of consistent and realistic operational plans for the Section to meet the Department objectives Allocate manpower resources to the planned assignments and develop schedules in order to deliver the Section objectives
Monitor, investigate, highlight and reconcile any significant variances in utilization of the Budget to ensure effective performance and cost control
Performance Management

Ensure compliance with the requirements of the Integrated Enterprise Risk Management System relevant to domain risks and implement measures to mitigate all identified risks from a Department perspective

Management Information Systems (MIS) and Reports
Prepare all Section MIS and progress reports and provide inputs to enable the Department Manager to prepare weekly and monthly reports for the section to report progress on compliance with SLA’s Report to Management any deviations from Trade Monitoring & Compliance policy, process, procedure or ethical standards observed which could jeopardize the Company’s interests
Trade Criteria Review and Authorization
Verify whether trade standards are in compliance with applicable existing, proposed and new – laws, regulations and guidelines, to allow for the maintenance of quality throughout all processes
Suggest recommendations to the Director PTG & C on trade regulations and authorization criteria for the continuous improvement of quality standards & practices
Implement solutions on trade channels that will maximize business interests, protect the regulatory framework, and optimise operating costs
Participate in conferences, seminars and events related to the trade of petroleum products, in order to spread and develop the culture of best practices in the sector
Evaluation of Trade License Applications
Check trade license applications referred by the Supreme Energy Council/the Licensing Authorities for companies intending to perform trading activities of petroleum products in the Emirate of Dubai to ensure compliance with regulatory and required standards
Check that the trade license applications have met the requirements and terms of the license to trade in petroleum products in the emirate of Dubai
Check that the Trade License applicant has fulfilled the health, security, safety and environmental requirements for handling, storage, transport and distribution of petroleum products

Maintenance Technician

Job Purpose

To maintain Aviation Refueling Equipment and all associated static and mobile facilities in line with the international standards, with an aim to ensure continuous and safe operations with minimal downtime. 
 

Principal Accountabilities

Carries out preventive maintenance checks and repairs on Aviation Refueling Equipment and other allied static and mobile facilities as per maintenance schedule drawn in co-ordination with Maintenance Supervisor.
Carries out independently maintenance jobs and basic repairs on automotive and aviation components of the Refueling Equipment and allied facilities involving pneumatics, hydraulics, instrumentation and fuel lines. 
Communicates with Operations group in taking feedback and attending to breakdown jobs and repairs and ensuring minimal equipment downtime. 
Carries out maintenance activities safely and in line with the Company’s Environmental/ Safety Policies and Procedures/ Standards as specified in the Aviation Fuelling Operations and Aviation Quality Control Manuals.
Completes and maintains documentation related to maintenance activities and accounting jobs such as inventory reconciliation, transactions in Oracle system. 
Reads and interprets technical literatures, drawings and schematic diagram for carrying out repairs, installation& commissioning and troubleshooting works.
Co-ordinates with the Supervisor for :
Preparing the preventive maintenance schedule.
Maintaining optimal inventory of spare items.
Analyzing failures and root cause and taking necessary steps to prevent its re-occurrence.
Planning and Updating the Supervisor on his daily activities.
Carrying or supervision of contractual maintenance works
Compliance of Audit/ Inspection Observations.
Any work assigned by the Supervisor.
Performs extra allocated duties such as: 
Assistance to Technical Manager in maintenance of equipment and facilities at EA locations. 
Assist Technical Manager and Supervisor, in various new initiatives or improvements in the equipment or maintenance procedures.  
Provide inputs for upgradation of maintenance check lists and procedures based experience and inputs from actual equipment problems.
Assists during Management System Audits, Financial Audits, Environment Audits, Quality Control Inspections, etc.

Experience

Experience Levels:
2 years as a technician/mechanic in an Aviation Refueling company OR
3 years as a technician/mechanic in an automotive maintenance garage/service centre OR
3 years as a technician or fitter handling piping, valves, strainers, etc.
